In alignment with the resolution of the 11th Ho Chi Minh City Party Congress and the city’s socio-economic development goals for the 2021–2030 period, Ho Chi Minh City’s education sector is actively implementing a series of strategic initiatives. These include enhancing the quality of education and training, accelerating the digital transformation of schools, and fostering international integration through cooperation and exchange programs.

A core focus is placed on building smart schools, incorporating modern teaching methods, and promoting innovative, adaptive learning models. Schools across the city are increasingly utilizing digital tools, smart classrooms, and virtual learning environments to prepare students for a knowledge-based economy. In parallel, teacher training programs are being updated to equip educators with new pedagogical skills that meet 21st-century learning standards.

The city also encourages partnerships between local schools and international institutions. Through student and teacher exchange programs, seminars, and academic collaboration, the education sector fosters cross-cultural understanding and the development of global competencies.

One notable effort is the integration of foreign languages into the curriculum at all levels. English, in particular, is prioritized, not just as a subject but as a medium of instruction in several pilot programs. This helps students improve their language proficiency while gaining access to global knowledge and resources.

Moreover, schools are urged to promote STEM education, creativity, and entrepreneurship among students. By encouraging hands-on learning and real-world problem solving, the city aims to nurture a generation of dynamic, globally-minded citizens who can contribute meaningfully to the city’s development.

In terms of policy, the Department of Education and Training continues to coordinate with other departments and international organizations to attract resources, improve school infrastructure, and ensure equitable access to quality education.

These efforts reflect Ho Chi Minh City’s commitment to not only improving the domestic quality of education but also positioning itself as a regional hub for educational excellence and international cooperation.

The roadmap ahead is ambitious. Yet, with the combined efforts of educators, policymakers, and international partners, the city’s vision of a modern, globally connected educational system is increasingly becoming a reality.

Ho Chi Minh City is laying the foundation for future generations to thrive in a rapidly changing world, with education at the heart of its transformation strategy
